If almost everyone with necrobiosis lipoidica has diabetes mellitus, does almost everyone with diabetes mellitus have necrobiosis lipoidica?

About 70% to 80% of patients with necrobiosis lipoidica have diabetes mellitus; however, this disorder develops in only 0.3% of all persons with diabetes.
